Town of The Pas Development Plan 2002, The Pas, Manitoba, Canada

The Development Plan Review helped guide the community and Town Council through a planning process, which introduced a “Vision Plan” for The Pas. The plan focused upon building a competitive, healthy community, integrating physical development with environmental, social and economic prospective in decision-making. Although The Pas is not part of a Planning District, a key initiative in the Development Plan was recognition of the Town’s connections with the region. In response, the Plan contains an inter-municipal planning component, which addresses the co-ordination of future land use, transportation and development with The Pas’ neighbouring jurisdictions, including the R.M. of Kelsey and the Opaskwayak Cree Nation. The Pas Development Plan is comprehensive in scope and will provide direction to the development and implementation of more specific strategies by the Town’s departments and agencies over the next five year planning horizon.
