Mr. Palubeski is the President and CEO of Lombard North Group
(1984) Ltd. During his 25 years of experience he has been a
project team leader on a wide variety of community planning,
urban design and revitalization projects, economic development
initiatives, environmental assessments and tourism/resort
projects. He has a reputation of accurately assessing
opportunities and developing financial and project development
strategies, which enables clients to meet their objectives and
get things done.
Elected president of the Canadian Institute of Planners (2001 to
2003), which is the professional organization representing over
5000 planners across Canada.
Was awarded the distinction as a Fellow of the Canadian
Institute of Planning in 2006. Mr. Palubeski presently serves as
a member of the Prime Minister’s National Task Force on the
Environment and the Economy and is the head of the Canadian
Institute of Planners Advisory Committee on Professional
Planning Systems to the People’s Republic of China.
Mr. Palubeski also currently sits on the Winnipeg Urban Design Advisory
Committee. |

Ric S. Carreon, is a Project Landscape Architect with Lombard North Group. Mr. Carreon’s expertise is in the areas of
universal design, urban design, site planning, master plan
development and environmental site audits.
Mr. Carreon brings skills in design, site assessment,
construction drawing preparation, desk-top publishing, graphic
illustration, research and participatory action research to the
design team. As a member of our design team, Mr. Carreon audits
site conditions, develops conceptual and detail designs,
prepares working drawings and presentation renderings and
provides construction cost control and administration services. |

Matt Glavin is an Associate Planner with Lombard North Group. Mr.
Glavin’s expertise is in the areas of rural land use planning,
waterfront design, site planning, master plan development, universal
design and environmental site audits. Mr. Glavin’s experience comes
from areas of rural land use planning and creating effective
livestock policy.
Mr. Glavin brings skills in GIS mapping, research and problem
solving. Sound writing and communication skills are reflected in Mr.
Glavin’s dedication to scholarship. As a member of our planning
team, Mr. Glavin interprets clients’ needs and helps to articulate
them in a manner to best meet the needs of all who may be involved.

Todd Breckman is an Associate Planner with Lombard North Group.
Mr. Breckman’s experience is in the areas of development review &
site plan/environmental analysis, zoning by-law interpretation, land
use planning & socio-economic analysis, traffic & transit planning,
and
community/public participation coordination.
Mr. Breckman brings skills in site planning & analysis, zoning
interpretation, and land use problem solving, following ten years of
service in various roles in both the public and private planning
sectors. As a member of our planning team, Mr. Breckman
is responsible for research, data gathering, consultation with the
general public, public officials, and developers, and the
formulation of acquired information into tangible recommendations
that
best address the issues and vision of the client and stakeholders. |
