District Planning

Lombard North Group Planning addresses concerns and goals of residents which are expressed accurately in the District Development Plan and Zoning By-Law, involving public consultations including local residents advisory workshops, public open house displays, surveys, and press releases to provide the District the ability to direct developments to areas that minimize risks to public safety, stimulating economic development and maximize municipal revenues. To safeguard water resources, livestock and industrial information is compared to environmentally sensitive areas using GIS technology. District Development Plans and Zoning By-Laws are produced to aid development, CAD/GIS and internet capacity.

Lombard North Group has completed four integrated District Development Plans and Municipal Zoning By-Laws for planning areas consisting of six incorporated towns, 15 L.U.D.’s and 11 rural municipalities. These Development Plans and Zoning By-Laws were undertaken for Pembina-Manitou, South Central and South West Planning Districts Planning Districts and Dennis County, all located in the south-western part of Manitoba.

Issues within each of these districts were addressed by citizen task forces and focused on revitalizing urban centres, addressing the challenges posed by restructuring within the agriculture sector, in particular initiatives to stimulate farm based enterprises; resolve livestock siting conflicts and introduce environmental stewardship to ensure both rural and urban development were environmentally sustainable. A unique feature about each of these plans is the introduction of an ‘environmental overlay zoning designation,’ which modifies development standards in sensitive areas.
